Hacking syscheck - ios has flash disabled

After running syscheck within dop-mii, I noticed that ios's above 200 listed the flash as disabled. On a different wii, they were listed as enabled.

What exactly does flash enabled/disabled mean and what impact does either have? What should it be?

I can run all my games from the original disk or through wiiflow from usb hard drive without any issue.
