unlikely to fix it, but have you tried holding the powerbutton for 15 seconds to make sure the switch is actually turned off?

inserting the usb cable should then boot the system into rcm (due to autorcm) and let it receive a payload.

if you got an android phone , you should get an OTG cable and push your payload through your phone and try.

saddly neither of these two seem to work

battery probably died during RCM , try to keep it on charge for few hours then push your payload again , switch tends to charge slowly if its been left on RCM.
is it normal to say this device could not be recognised if it has no power?

I cant send a payload as the pc wont recognise the switch
well that could or could not be caused by actual empty battery. charging during rcm is so slow that if the battery really was empty, it wouldn't power on even if a charger was connected or it was charged through the pc port.

try something like charging the switch for 30 minutes, preparing payload pushing to the point where you just have to insert the cable and check if you get the chance to sent the payload now. if so, back in the dock as fast as possible.
