How do I put this game on my 3DS homebrewed with the rom?

(I know how to put old formats gba/gb/ds/ etc. Never done it with 3ds game before. Is it possible?

Use FBI to install the .cia of that game to your 3ds

I use a program to change roms to cia file but that program doesnt do 3ds games, is there one out there somewhere?
