Super Smash Bros. Rumble IS a Homebrew Game and ONLY a HOMEBREW Game.
Nintendo is NOT making a real one currently.

Currently the Latest version is Demo 4.5

And another Demo 5 Beta (Very Buggy not the full version)

I doubt they have plans for a Smash Bros. DS; the homebrew Smash Bros. would have been C&D'd long ago if they felt it was competing with something they were working on.
