If I get a pro on 4.05 just to run pkg games, can they take advantage of the hardware on a 4k TV?
Will the console download the ps4 pro enhancement patches and use them even on pkg loaded games?
How would that work?

It will not, there will be some performance boost, but you wont get the full features of the Pro, which is why many are not worried about finding a Pro. I'm trying to get one in the hopes that a 4.50+ exploit is released

Is that because of what I said? Games have to be patched to be pro enhanced and there is no way to patch USB loaded pkg games?

Correct.

There are no propatches on 4.05 and boost mode which improves perfomance in non-propatches games was introduced in 4.50

Only difference you will see is on a 4k tv. Also on 1080p the pro does some "supersampling" which is a fancy word for anti-aliasing.

In reality that effect is very minor and hardly noticeable.

There is no framerateboost without boost mode activated!

He is the same guy who made the current webkit exploit I think. So it is safe to assume there will be an exploit for a newer firmware and everybody can buy a pro easily then

It will most likely be on the latest update , I mean you could ask them and see. But normally people update them.

I will bet money it's a scam, I saw those too and if you look at the seller's other items, they're usually non-game related and then they have a ton of popular electronics for 10% of the value. I almost pulled the trigger too, but what I don't want is a scammer having my mailing address and name and whatever else eBay/PayPal send over. Good luck with that.
