I have had a lot of patience trying to figure this out myself across the Internet for weeks now but I'm getting nowhere.
I'll try to give a little backstory to maybe help someone identify the issue and then what I've tried so far.

I dug up my old o3DS from storage that I haven't touched since about 2016 or at least before Luma or any CFW existed, so the details remembered are a bit fuzzy.

Back then I was using something like menuhax (based on files on the SD card) and attempted to downgrade my firmware, which was successful but I remember the whole system seemed "buggy" since doing it, which lead me to stop using it and wait until things had more time to cook. I don't remember specifically what I thought was buggy, I just remembered thinking "I ruined my 3DS, I'll wait until I can fix it"

I had gotten a n3DS a couple of years later and got it completely setup with CFW so never went back to my original... UNTIL NOW! And everything seems fine except I cannot view any panels other than the original few or collect new pieces with coins.

I can collect all other pieces from my o3DS on my n3DS when I make them streetpass each other, so the data is in there somewhere.

I've updated to the latest firmware.
I've tried a new SD card.
I've tried deleting extdata/data for the Mii Plaza with checkpoint, FBI and through system settings.

I'm trying to preserve my puzzle swap panels and pass tags so the only thing I haven't tried is wiping the system, which I suppose I could try since I have the power of NAND backups... But is there any way to backup the Mii Plaza data and restore it?

Everything seems to be functioning normally except Mii Plaza and I'm stumped. I cannot find anyone experiencing the same thing. Any help is greatly appreciated!

Long story short:

Update your Mii Plaza software via hshop. Do all the updates / DLC for your region.

Follow this Reddit thread on updating the puzzle data to get access to all the panels.

From Universal Updater, download / install Netpass.

Run Netpass, choose a room/location, then quit. Run Netpass again a few hours later, revel in the enjoyment of "passing" people. You can run Netpass as often as you'd like, but you're only going to get around 1-2 passes per hour. You can use Play Coins to bypass this limit and get 10 hits immediately (via the back alley in some of the rooms / locations).

Enjoy.

I am updated through hshop. I forgot to mention that as well.

I used JKSV to get the meet.dat and I can see all of the panels and pieces I have, I just can't access them in the software.

Does the meet.dat also contain the data for all of the people you tagged?

I'm going to try resetting the whole system and restoring the JKSV backup... Hopefully that doesn't put me in the exact same state I'm currently in.

My theory is the half-assed methods I used years ago screwed permissions up somewhere in the system.

I have a whole NAND backup, so I'm not too worried.

I have my n3DS all setup with netpass, my goal is really to preserve my "historic" tags from all of my friends because I'm a chronically sentimental maniac that can't let go of pixels.

I believe the meet.dat file is the people you've passed and the puzzle pieces you've unlocked. It doesn't incorporate the additional puzzles / data. If you didn't do all the plaza updates back in the day, then you probably missed out on the puzzle piece data being downloaded to your 3DS.

If you factory reset the 3DS, you will delete the additional puzzle pieces, and you'll only have the factory ones available (all 7 of them). You'll need the files linked in that Reddit thread installed on your 3DS to access the rest of the puzzles.

Also, you can't collect new puzzles with coins. You can only collect pieces from puzzles you've unlocked via meeting other people.

It also appears you may have a corrupted SD card. If that's the error you get when trying to view puzzles you've completed. Try checking the SD card in your computer for errors.

Hmmm, strange. Sorry I couldn't be of more help.

The only thing I can think is you've managed to corrupt something in relation to the Plaza on your 3DS, and either restoring from a really old backup or formatting the 3DS and starting again may well be your only option.

Either that or something you're copying from one SD card to the other is corrupt and causing the same problem. I don't recall how much Streetpass / Mii Plaza data is stored on the SD card though. Ah, I tried loading Mii Plaza without the SD card in my 2DS XL and it wouldn't load, due to the missing data on the SD card. So corrupted SD card data could be the problem.

What happens if you try to go into the Slideshow? (If you're on the "Fast" Plaza, press Y to swap screens and choose 'Slideshow').

Lastly, have you turned Spotpass off in the settings? It won't work anymore anyway.
