I agree, it is beyond bad design, and quite obviously an unfixed bug, that after you answer "NEVER ASK AGAIN" this option is not enabled for your account automatically. How is this not a bug? How does this improve usability? This needs to be addressed and fixed.
I would be ashamed if was the one coding this behavior and couldn't find the integrity to admit this is not the appropriate functionality. One thing is admitting something does not work as intended but not having the time/resources to fix it, a very different thing is being sarcastic about it and pushing the blame into the users for not working their way around the bugs and usability problems.
