No necessarily. The latest gecko OS can detect what IOS the game uses, and if it isn't installed, Gecko OS will read (from the games update partition) only the IOS the game needs, and install that IOS before running the game.
So, the easiest way to fix your problem is to install preloader, along with a hacks.ini for your system menu, enable the "Block Disc Updates" hack, and if a game doesn't work, just run it through the latest Gecko OS.
