No, my firmware is 9.6 so I am a bit limited. I didn't realize the eShop games were so plentiful. Will the Gateway support multirom load as well as online play?

Use the Sky3DS for 9.6 or you are looking at doing a transfer to a new O3DSXL with a lower firmware.
The only way to downgrade is to transfer to a lower system. To do that, you woul dneed Gateway on the new system to spoof the new firmware for eShop access.
Otherwise, stick to Sky3DS.
Homebrewing on the Sky3DS... hrmm, not really. Biggest problem is the limitations of the chips. They would have to add another chip just to run EMU, yet alone homebrew. This would require a physical upgrade, thus having to buy another Sky3DS. At that point, you might as well get a DSTwoPlus (not available yet).
Gateway DOES run DS games. It does this by using the blue cart. And they tried to block it, but there's a way to get it to work.
Sadly, RxTools for Gateway does not work on the N3DSXL so best bet is to use an O3DSXL with firmware 9.2 or below.
The good news? I found plenty of O3DSXL's on the market that were 6.2, yet alone 9.2. Chances are very good your new 3DSXL will have the firmware are very high. But get them while supplies last.
Otherwise, Sky3DS. Cheaper than a new system, does what you need it to do: play games. Just no eShop or .CIA or .3DZ. This means you can't use an eShop game saved in .3DS or .3DZ or .CIA. You simply cannot run eShop.
This also means no homebrew. No PlayCoin setting or using helpful features like ROM dumping or savedata dumping.
The Powersaves is nice, and you might actually need it. It just doesn't do what you would hope it would do with the Sky3DS. It'll cheat and backup your regular carts, but you can't use them on your Sky3DS.
So... there's your options.
