Nobody will really teach you this and it´s anyway not really difficult at all (of course it depends on the game).
So first read the documents about tile editing or graphic editing on romhacking.net for the basics (basically it´s for every game out there the same).

For view and editing tiles you can use Tile Molester (donwload here). I tried view this sprite, well now I haven't got so much experience and I didn't find the palette but I think the file "mmap.dat" has:
-View -> Mode -> 2-Dimensional.
-View -> Codec -> 4bpp linear ( I don't know if it's reverser order)
I've obteined this:

These are my first time ripping images so maybe I'm wrong.

You could try using CrystalTile2 http://gbatemp.net/index.php?showtopic=135321
It should be able to open the ROM itself and possibly display all the sprites for you.
You'll just need to find the proper files from the list.

It's a bit more indepth than that.
You need to decompress the file and load the pallet either as a stand alone file (which I believe doesn't work for NDS games -- dunno) or by appending the pallet to the file itself in a hex editor.
The later is the way we have to do it in the Ragnarok project.
