Gaming Somewhat noobish question about cheats

Ok so I understand how to create cheats, basically you just make the DS's version of cheat engine attach to an emulator with a loaded rom. Then what it does is find differences in values until you find the correct "variable" you want to change then you can make a cheat from that.

What I want to know is if it's possible to take a hex edit and make it into a cheat. Would I hex edit the rom, and have two separate versions: one non edited, and one edited and try and find the variable I had edited in the cheat creator?

Or is it something much more complicated/simple? I realize this is an extremely noobish question and it's embarrassing to ask it :\
