ROM Hack Someone gave me their 3DS, don't know what to do.

Someone gave me their 3DS XL and it is on 5.1.0-10U.
I can't seem to get browserhax to work on it. Can I use browserhax to upgrade to 9.2? Does Menuhax still work on it?

None of those things work on firmware that low. This process will get you up to 9.2, and then you can follow the rest of the guide to get all the cool stuff while you're at it:

Just make sure that you choose an O3DS software pack for the upgrade and not N3DS or you'll kill your console.

odd... you did use pasta or minipasta before using sysupdater right? I think its necessary.
if not, try using a game cart with the 9.2 update on it- I think cooking mama 5 has it. https://gbatemp.net/threads/cooking-mama-bon-appetit-eu-9-2-0-update.383519/
the dates for release of cooking mama 5 and the 9.2 update match up, so this is your best bet if pasta/minipasta dont work.

I'm just going to install rxtools cfw and use that to install sysupdater

Cart updates don't update the browser. So don't use a game to update
