Don't need a monitor? For $1500, that is a very high end PC. Wait a couple of months for the 9800 series/Whatever ATI will pull out opf their ass comes out.

ATI/AMD is not worth it this gen. I would build a PC with an
    E6600/E6800 $250 and
    8800GT $250
    2GB RAM $90
    700w PSU $120

700w is too much, i think.
    500 is enough [IMG]

He is willing to pay $1500 for a new PC, I think it should last for a couple of years. My 550 can barely power my X2/1900 PC.

    a) the core2duo's are way outperformed by quad core2's these days.
i'd get a Q9450 (due end of january)

    b) depending on what size your monitor is, i'd either go for a HD3870 (seeing as you prefer ATi), a 8800GT (for low resolutions) or the G92 8800GTS512

    c) 500W its easily enough. as long as its well branded and well specced.
