Actually, those gba cias that play natively, did nintendo ever release those? I know about the ambassador gba games, but im not sure if that was emulation or simulation.

Nope, only Ambassador were official.
The others used the GBA to CIA tool to convert .GBA roms to CIAs

They all use the native GBA emulator on the 3DS to play though
