I dont have any dns hax I uninstalled dlc and the previous update yet still having the error. Also tried uninstalling all smashbro data on my 3ds through emunand and then install the 1.1.5 update yet still getting the error on both fbi and home menu.
Try a different installer, something like Big blue menu.
FBI can be a bit dodgy at times, some people can use it no problem all the time while others find it can crap out and things get errors.
Never had a problem with others.

If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction -

You either need to be intubated to bypass obstruction or create a stoma inferior to the the area of obstruction to survive
