Hacking Simcity Creator PAL can't boot on NTSC console through GeckoOS?

Is Simcity Creator PAL, not working on NTSC consoles?

I use GeckoOS and booted using forced PAL60 and NTSC, PAL60 has no video and NTSC just freezes, this is weird, only PAL games I found that does this.

PAL version doesn't work with any loader, however NTSC version is working great with the new loader.

I'm talking about modchips sorry, using a NTSC console with Wiikey.
