Hacking Shovel Knight DLC in EU version question (PS Vita)?

hi all,
um I was wondering if the EU version of shovel Knight for ps vita has the DLC as the US version does?

1) if I have the base game of EU shovel knight, and I just update it, will the update version have the dlc on it?

2) since im running a vita with cfw, can I run out of region games? my system region is EU, can I run US or JP games?

3) can you get banned from downloading from pkgi on vita?
