Yes, I know but a playing a game without header is pretty... weird, isn't it? :/
Might aswell its a 5 second process I have all "my" 3DS files nice and organized with a private header from my cubic ninja cart
If your thinking of using Streetpass on an offline rom, it will work.
From what I gathered, as long as its in .3ds format and not .3dz it has no capabilities going online therefore Nintendo won't be able to check it.
You would only want to inject a rom with a header that you want to play online then change the extension to .3dz . I guess there's no harm in also injecting a header with offline roms but it might be time consuming and unnecessary.
That answers it for you right there, you don't know why you need it but you just think its weird...ok.
I'd do it just for consistency, but I'm also a little OCD like that.
