Should home consoles give up power regulation?

It would be easier to squeeze horsepower if they are designed with a pc-range power supply, say 200w instead of 100w.

No because home consoles already draw way more than that. The PS4 can draw 310w on load.

The limitations are cost and heat, not power consumption.

I thought typical power consumption of ps4 was 100w-150w unless during activation. They could use a lot better cooling though.
I do know lower frequency is cheaper, easier to produce and lower thermal but things are getting more advanced are they not?
So do you think Scorpio will use beyond 400w?

It's not quite that simple. For example, the PS4 Pro will have significantly lower power consumption than the original PS4 due to switching to a 16nm FinFET fabrication process for the GPU and CPU. It should also run cooler and quieter, too. This is despite being more powerful.

The same will apply to the Scorpio.

No, consoles already need to reduce costs a lot to turn a profit.
Otherwise, consoles would cost ~2000 if they had the exact same specs and components PC's have.

Ps4 pro's rating is higher than ps4. AMD's current Polaris line is not that much difference to make up for a 'bigger' gpu while having lower power usage.

So you want to put a more-expensive-to-manufacture chip into it then downclock it so it's not much better. Not a great plan.

Just think about that, but about the rumour regarding xbox scorpio using a Vega 10, we have 6*10^12 / 4096 / 2 = 7.32*10^8 = 732 MHz, which compared to the standard 1.2 boost is only 60%, which is even lower than ps4 pro's 75% if pro use Polaris 10 in terms of clock, but ps4 pro has just over half. Which both clock are so much slower than their market siblings that both the silicon and the manufacturing can use much less. Ps4 and xbox one's clock is much higher relatively which require the same resource to manufacture as their original card.
Using a higher psu only allow greater room, but not necessarily means using more expansive parts. And sometimes more power efficient parts are more expansive.
