Atlus today announced that Shin Megami Tensai IV: Final, a brand new game directed by Satoshi Oyama will release exclusively for the Nintendo 3DS in February 2016.

I mean the Devil Survivor games were a mess but I'm pretty sure IV was out worldwide inside of six months from the JP release, which isn't terrible as far as a lot of things are concerned.

SMTIV came out in EU over a year after it came out in US.

SMTIV had the best battle mechanics and fusion of the series to date, with the excellent "fusion search" and all.
Also, please don't expect any manga/adaptation of a game medium to be great or capture the essence of the original game; you're doing a disservice by not actually playing the source material.

The Devil Survivor games were a very fun mess. So being a mess isn't necessarily a bad thing.

It can't be completely separate from SMTIV, considering the fact that it's called "SMTIV: Final." There's three options: it's a "golden" version, it's a spinoff (same universe but different story and/or mechanics), or it's a true sequel. The "Again" could honestly be any of those three: a remaster where you play the same game "again" (although that's highly unlikely since there's new characters), a spinoff where you're in the same universe "again", or a sequel with the same reasoning as the former.

I highly expect it to be a spin-off instead of a true sequel.

It could simply be called smt iv final because it uses a very similar engine and overall game play system, but it is definitely not a 'golden' version, as it's an entirely new game

EDIT: Navarre is confirmed to make a reappearance, so I guess it's confirmed to be a sequel:
