Hacking Semi-brick in 4.0? Can't access Wii Settings, black screens or wii

Installed:
4.0 System Menu
HBC
Preloader v.29
cIOS 249 v10
IOS should be TS'd
CIOSCorp v2
CIOS60Fix

What's happening:
Whenever I try to tweak or change my Wii's settings, My wii either: Black screens, Wiimotes unable to sync w/ Black Screen, Loads up but wonky Wiimote detection, takes a long time to load but does in fact load (.01% of the time does this happen)

Is there anyway to fix this without losing all of my other features?
E.g.
Having to reinstall CIOSCorp and preloader + trucha signing old IOS?

and exactly how do I go about fixing this and what would I need to reinstall after fixing it?

how did that exactly start? might want to install bootmii before you try to fix anything..

I honestly have no idea.
I was on 4.0 for a long time and I even went to that same menu where lists [screen] [internet], et cetera.
Then at my friends house when I went Wii settings, it just black screened.
