I've been having this damn issue for months. My Vita is completely set up on 3.65 Enso with a 250GB micro sd card. I am able to install vpk's, homebrew, and games from the PKGJ application with no problems. Then SUDDENLY after a day or two of use I can't download or install anymore! Errors, errors everywhere! What the fuck is going on?!
I'm new here, and know abit of hardware issues, maybe the 250GB micro is defective?
Have you try using another micro card?

I don't get it! While not being able to download/install PKGJ games, VPK's, and homebrews, I can still run what's already there!
The errors seem to occur every time I download a number of games...likes there's a limit...
Are you using WiFi transfer,cable transfer or are you pulling out your micro mini (SD2Vita) and inserting it into your computer?
Ohhh I just realize you're using the application for the download also,
The program that you mention, it looked like there was an update three weeks ago.
PKGJ version 0.13, perhaps upgrading the application would help?

The latest version is PKGJ v.016 that includes psp support. I keep getting an error at the end of downloading any game such as 8001002f or "download failure"

Yeah, I'm not too sure what's going on then, I don't have a HENkaku, so I won't be able to help as much
But if you're the only one experiencing this, then it's must be something on your end, or else a lot of people would be experiencing this. The only thing I could think of is 'Internet being slow for the downloads' 'something got tampered in settings' or 'the micro card is defective' ( happens a lot after time).
but someone here could help you out, sorry if I'm not much help.
you could try to reinstall the application? you have the latest application installed right? PKGJ 0.16?

It appears I fixed the issue!
I removed my SD2VITA card and restored the system and formatted the internal memory card. Then I set it up again. VPK's and PKGJ's are downloading/installing once again!
