Hacking Same AR codes in NO$GBA and r4i

I entered a PKMN modifier code for my heartgold on my r4i. This is the same code that i used when i played the same rom but on NO$gba. The problem here is that the code gives me my 493 masterballs and 100 ultra balls but the level of the PKMN will be completely un-affected when i encounter the PKMN(Like when you use the Platinum Modifier but without keying in the level and pressing R).

I believe this is the code. Any of you know what's wrong here?

P.S. Mines an Europe HeartGold and the nature codes don't work too.
