If you do not know for what the tickets are, leave them as they are.

FBI
if are useless they're only wasting sd space i think , if are usefull a way for install back them woul be nice ( i understood installed ones are green ) , for that updating thing you know if even not acessing directly the eshop updating by pressing y still delete dlc installed with fbi ? thank you very much , sorry for all this questions

Use tiksweep to delete unused Tickets.
tikSweep is terrible at its job and actually misses deleting tickets, especially those from custom made VC injections and newer titles after the Nintendo server side CDN block.

If you want to delete all unused tickets marked red in FBI:
  • Tickets → <click on an arbitrary red title> → Delete Unused Tickets
However, be cautious about using this option if you have games on more than one (1) SD card. Titles installed on other cards not being used by the 3DS when the unused tickets are deleted will be semi-forgotten.

Tickets are licenses required to access a title (which can be an application of the kind that appears with an icon on Home, an update pack for some of those applications, DLC for some of those applications, ...)

If you have a title installed but lack a ticket for it, you will see it in the official data management screen with a grey X over the icon

checking google they seems like some games i deleted but wanted be sure if are safe to delete
this thread baffles me you have stated your goal but not a reason . . . did something fail to install? do you just not like the color red? . . . why delete things if your console works as intended?

i'm a bit paranoid of these things could take space in the sd since were growing , so even little kb could became mb or even gb of wasted space...and i thought about ticket that deleting stuff from data managment would delete even tickets , but if not then now every time i delete an app i will keep a ticket that take space in sd , and also wanted be sure were nt dlc that disappeared becose of tried updating games by pressing y ( read that e-shop delete hacked dlc... )

tickets are on the consoles nand not the sd card
and i thought about ticket that deleting stuff from data managment would delete even tickets , but if not then now every time i delete an app i will keep a ticket
tickets from actual games will be deleted this way ... it sometimes misses homebrew app(s) tickets
and also wanted be sure were nt dlc that disappeared becose of tried updating games by pressing y ( read that e-shop delete hacked dlc... )
pressing "y" will not delete dlc . . . that only happens if you enter the eshop and only happens if you have visited the in-game dlc purchasing screen before installing said pirated dlc

Tickets are found in ticket.db on the CTRNAND, and each one is 848 bytes. If you were to install all the tickets for ~7,000 titles or the entire known 3DS library from every region, and it would consist about 6 MB of space. The ticket.db itself starts at 35.4 MB, although I don't recall ever seeing this file getting bigger when installing tickets into the thousands.

I do notice the 3DS becomes increasingly sluggish loading up HOME Menu, FBI, and System Setting → Data Management when you have around 1,000 tickets. At that point, you have a hording issue.

If you have all your games, updates, and dlcs installed on a single SD card, just use FBI's delete unused tickets instead of individually selecting all the red ones.
