Hacking rxTools and 3DS TO CIA 2.07 to convert 3ds -> cia

I used rxTools to get emunand working and updated it to 9.8. Now trying to convert 3ds rom to cia to use with emunand

1) Copy XYZ.3ds rom to SD card
2) Put SD card into 3DS
3) Turn on 3DS and boot into rxTools
4) Select Decryption Options > Decrypt CTR Titles
5) Wait until rom is decrypted-> Decrypted 1 files -> press A to exit
6) Shut down 3DS and move SD card to PC
7) Copy XYZ.3ds to 3ds_to_cia_v2.07 folder
8) Rename file to XYZ_MODIFIED.3ds (since it is already decrypted)
8) Drag XYZ_MODIFIED.3ds onto Make2.07.bat
9) Batch file launches -> hit 'S' to build .cia file
10) Copy .cia to SD card
11) Put SD card into 3DS
12) Turn on 3DS and boot into rxTools
13) Launch rxMode in EmuNAND
14) Start Health & Safety app (FBI)
15) select .cia and click A to install

I get following error:

Install failed!
Could not install aPP
Raw Error: 0xc8a0802b
Module: AM (0x20)
Level: Status (0x19)
Summary: Invalid State (0x5)
Description: Database doesn't exist (0x2b)

*FYI: Based on error message, I reset title.db and import.db under "Nintendo 3DS/<id0>/<id1>/dbs/" directory on SD card, but this did not resolve issue.


*SOLVED* Downloaded a free title from eShop under EmuNAND fixed the problem

Install FBI.CIA, then use FBI to install your target .CIA

I ended up downloading a free title from eshop under EmuNAND, that fixed up title.db and import.db

Now FBI was able to install .cia
