So, is it possible to run a JAR file on DOSBox, or DOSBox running Windows 95?

JARs are Java, so unlikely. A Java runtime for Wii would be an interesting thing to see developed though...

If you can get Win9x to run, you might try installing the JRE, but it will be unusably slow. The Wii's PPC is not very fast at emulating an x86 (speeds are probably on par with a 386, or at max, a 486)...not to mention the lack of memory.

    Short answer: no

java applications need JVM to be ported first. I don't think any JVM can run under DOS so DOSBOX is not an option... And even if one existed, running a jar on top of a JVM on top of Win95 on top of DOSBOX would be hell too slow because of all the emulated layers

I think the Wii has too little RAM to run a JVM properly.
But if that could you should try to get it to run under WiiLinux instead, that should be a better bet than DOSBox + Windows 95.
What .jar file do you want to run? Maybe someone with a bit more knowledge of the Wiis hardware capabilities (and homebrew library) can tell you if it is even possible or if there is already native software that does the same task.
