Chips shipping probably means Research and Development time, there is no way in hell Sony and Microsoft could build network infrastructures, develop console applications, design firmware and get game development contracts for new platforms that they don't even have developer kits out for. It takes a good several months to bug test games and even developer kits are not the final release specs until about a few months before product launch. Nintendo has had Wii U kits out for over 6 months and is probably aiming for a fall or early winter release in time for Christmas, there is no way in hell Sony and Microsoft can get something designed and ready for retail in 10-11 months with only 6 months till E3. Unless they have had game projects in development since early last year, there is no way they could release a new platform so quickly without a lack of games, not to mention probably a 12 month development period to make certain games, some even longer.
No, I think Sony and Microsoft may be starting their R&D now so that they can try and start a buzz at E3, but right now there is nothing to prove that they can release a new platform when their consoles are expected to last until 2013 or so.
