download speed is how fast your internet connection is

RPM's is how many times the platters in the drive enclosure spin per minute (revolutions per minute)

even if you had a 10,000 RPM drive (and yes, they make them), your internet speed won't increase... that's your ISP

Spend your money on something else. Your internet connection is the limiting factor in downloads.

ok, yeah my download speed often is between 30kb/s and 15kb/s right now... but my parents probably wont buy internet that is faster... we've got shaw "high speed internet" but i dont really think its very fast

it might have been fast years back, but not now. so is there a cheap , but fast internet that i should go for?
i could possibly convince my parents to get a new internet provider

unless you have download speeds in excess of 50MB/s you shouldn't have anything to worry about. Looks like you have dial up, you should definitely look up other internet providers in your area. Unless you live way out in the boonies, there should be some sort of broadband available that gives way more bytes / buck

Either there is something really wrong with your internet connection or you're not using the right units. 30 kilobits per second is even slower than the slowest dial up speed.

Shaw High Speed is now advertised at 7.5Mbps (megabit per second) = 7.5 million bits = 7324 Kb/s (kilobits per sec) = 915 KB/s (kilobytes per sec). Even though most people won't see their speed at this level due to many factors, I still get around 600-700KB/s.

back when I used netzero, my connection wavered between 28 kb and 33kb. I'm fairly sure dial up companies rarely deliver the full 56k

I doubt it, because "high-speed" is a relative term. Anything faster than 56k modem can be labeled as high-speed by ISPs.

You need a different ISP.
