Like I said, it generally isn't easy. There is no program that will automatically translate a rom. If you can figure out how to extract the text from the rom in a usable format you could run it through an online translator, but you would still need to put it back into the rom and figure out how to make it display English instead of Japanese.

In the easiest case, you just need to know how to extract contenents from a DS rom and a bit of hexediting (like some Japanese games which have the in-game text in plain text files).
In the worst case, you have to know at least a programming language to program custom extractors and inserters for game text, graphics and others, and know about compressions and stuff.

So it's not easy to define a general line on how to translate, and most of the time, it varies from case to case.

Oh, and don't forget that you need to know Japanese fluently

all regions for DS games should work on an Ncard, with an exception of chinese(ique) since those require a special chinese version of the DS.
