ROM Hack ROM Hack made in PK3DS hangs on the 3DS logo with red bars

I have randomised and added Pokemon from later generations into Omega Ruby on my o3ds. I installed the .cia using FBI and when I launch it, it stays on the 3DS splash screen and doesn't play the game. I used HackingToolkit9DS to extract and repack my .cia.

Any help would be appreciated, thanks!
