Ideally it would be one that takes the least amount of time to trace an arbitrary complex route (or set of routes) with its tool ("end effector") within set tolerances. But in reality you can probably define it any way you like and attach a ton of disclaimers at the bottom. Remember the CPU "speed" comparisons?

Robot is programmed to always react the same way to the same situation. But it will depend how well it's programmed.
