Depends on how well optimized it is, which would depend on the potential coder.

Honestly, how much has been figured out on the 3DS's wireless multiplayer front? Porting something like this would be kind of pointless if you can't play against someone, at least from my understanding of why people like fighting games (not really my thing).

Ad-hoc is a no go at this point, but lan or internet play should be possible.

Closed source games can't be "ported", they have to be remade. There is no open source Street fighter remake, BUT there is are open source fighting game engines, like paintown, that can be ported to the 3DS.
Kind of related: Here is a list of game clones and remakes that could possibly be ported to the 3DS - http://osgameclones.com/

Elasto Mania is open source! One of the best games ever!! :)

So many great games on that list! But I thought Spelunky was open source... Spelunky is not on that list :P

It isn't a fighting game. but it looks like it can run on 3ds
Haha. If anyone would port Elasto Mania. He would be a true legend. I don't think a game can have much more 'cult' -status, than Elasto Mania :)

Elasto Mania isn't, X-Moto is. Also Spelunky classic is open source.

Ok. Have to check out x-Moto..

I couldn't find Spelunky Classic on that list though.
