well your fccan't be banned but wifi trading sites put your fc up on a list if you scam or trade hacks

I would assume that's a bad Idea.
I guess this seed is NAND specific (maybe console specific). This is probably a rnd seed to "generate" the FC.
If these are specific to your console this gives you a certain range of friendcodes your console can create. Therefore a friendcode you have on your console can never exist on a different console (even if you didn't have the FC yet. It can only exist on this specific console.)
I would guess something like that is used to prevent the possibility of having multiple of the same FC.

And it does look like a bad idea to delete it if I got that right.

Maybe. Someone should try to format his sysnand or emunand, delete that specific file and then try to create a FC. I think the fc code generation is server sided to prevent tampering the data. No idea how the other "seed" files works like seeddb, rand_seed, seedsave etc.. so I don't really know.

Oh well, yeah, we should not touch that. But I'm sure there's a way to change the friend code somehow and tamper with the friend list data just like the dev application does.

I changed it (and deleted the friends driver + friend list saves), the friend code changed to ????-????-???? and I was "banned" (same error code as bans, but nothing is recorded on the server, it's just rejecting your invalid ID).

Putting back the good file, and deleting the saves once again, "unbanned" me, and after configuring the privacy settings in the friends list I got my new FC!

You can always use TinyFormat, though, and backup your games/saves before that.
