Save it somewhere on your computer, then compile it to a CIA with the 3DS Dev Tools (3DSX doesn't work, 'cuz this needs a Kernel exploit).
If you don't have them yet, get 'em at developer.nintendo.com. It literally takes like 5 minutes.

Usage: Install the CIA, run it, then every time you press the Power Button, it'll run the HBL. The function resets, if you reboot your console, so you have to run it every time you start the 3DS up.
