Does your Data.rsdk file work on the PC version?
Make sure your file was placed in sd:/3ds/Sonic1/ (and not something like sd:/Sonic1/).
And if that doesn't work, grab an apk from Sonic Retro that isn't
I have tried to use it on my PC. It gets past the title screen but then it freezes.
I did place it on sd:/3ds/Sonic1/
I am now downloading the APK from Sonic Retro. I'll reply if it worked or not.

I forgot to say that it only worked on the rev2 of the exe. idk what that means but it only worked with it. The data.rsdk was the one that I used in the previous post.

I have also tried the sonic retro apk and the same thing happens. I don't think the issue is with the game but the CIA. I believe the CIA is compiled on the rev1 (?)

Update: I disabled Arm11 exception handlers in Luma3DS v10.2., and now both Sonic 1 and Sonic 2 freeze on black screens.

Installed the Android versions on my phone, used https://github.com/apk-editor/APK-Explorer-Editor to get the data files, installed the Cias; moved the needed files to the right folders in my New 2DS and then it worked.

I recommend using APK-Explorer-Editor to get the data files right from an Android phone as is easy and safeish, just don't poke around with it in other apps and you are golden.

when i try to run the game it crashes and ive put the data.rsdk and sonic 1 deomp file in the sonic 1 folder do i have to make the sonic 1 folder (thats what i did) or find the folder somewhere else

I have it in my 3ds folder on my sd with the sonic 1 and the sonic 2 folder there and there capitalized. I don't know why its erroring. (and yes, I have the data rdsk files in them)

You may have an O3DS or 2DS.

It's a small shame that Sonic 3 & Knuckles was toxic to Sega during the 3DS' life, cuz we have 2 great 3D ports of Sonic 1 and 2, yet the 3D collection will forever remain incomplete because making any kind of port of 3 & Knuckles was essentially forbidden at that time.

After months of restarting, getting stuck, giving up and retrying again, I'm finally ready to release a new update.

Update v1.3.0
  • Now based on RSDKv4 version 1.3.0
  • Mods can now be used. (See the About Mods section.)
  • REV01 builds are now provided
    • Adds compatibility for certain data files.
    • Mainly untested. Only use if you are having issues with the normal builds.
  • Audio processing is now done in a separate thread on a separate core
  • Performance boost to special stages, due to the new audio thread
    • Sonic 1 special stages run at 30-60fps
    • Sonic 2 special stages run 15-30fps
  • Added warning screens for some common user errors

Things that are NOT in this version but I know you'll ask if I don't mention it.
  • It still does not run on an old 3DS
  • These do not feature the fancy 3D menus.
  • The Sonic 2 special stages still run at a low frame rate.
  • It does not support the data files from Sonic Origins.
  • Load times are still a bit slow. Most notably, the Sonic 1 credits scene will go out of sync.
  • There are no multiplayer or networking features.
  • There is no 3D effect of any kind.

so i installed the 1.3.0 version of sonic 1, but it says that the scripts are not found, even though i put them in the game's folder?
