Hacking ReiNand v4.0 - Unable to install .cia through Network Install

So I recently installed ReiNand v4.0 on my freshly downgraded N3DS.
My Sysnand is on 9.2.0-20U and my Emunand is now on 10.7.0-32U.
I am running Reinand v4.0.
I am unable to install .cia files through my network with Socketpunch
I have tried every method I can think of. I'm running FBI ver. 2.2.1 but have tried other versions thinking one of them might work with no luck. I sometimes get a 3 or 4% percent install before it poops out.
I've also tried fbrony & ftpony both with failed results.
I have an O3DS running RXtools and everyone of the above methods work perfectly for network cia installs.
Any help would be greatly appreciated!

Use FBI 1.x, I also have problems doing network installs with FBI 2.x (as CIA) but they always work when trying with 1.x (injected into health and safety). Also restart your computer, I had a few a while ago that kept failing but then worked first try after a restart.

Well that didn't work.
1.x versions of FBI don't work either. I think I'm going to give up on Reinand and install RxTools.

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
