Hacking R4i Gold 3DS boots to Black Screen on DSi 1.4.5U

I just purchased a brand new R4i Gold 3DS RTS, and it gives me the Konami game with the japanese text, but, when I attempt to boot it up, it launches to a white screen, then a black screen, and then remains that way.

I have gotten the firmware from the official site, but it still doesn't boot. Something worth noting is that the language files for the firmware never copy, because they look like this, so I just end up copying the non-corrupt ones. I have re downloaded it numerous times, and it always looks like that.

What am I doing wrong exactly. I thought that version 1.4.5 U was supported by this? Am I not copying the files correctly?

Well I see 3 potental problems:
1. Its a 3DS mode cart
2. The people that sold it to u did not update it (Where did you buy it from)
3. Cart is currupted send it back
