Is there an inbuilt acttion replay in a R4? Can you play movies on it?
There is a built-in cheat function that uses action replay codes. You do not use it to play movies. Instead you can use a homebrew app such as Moonshell to play dpg movies.
The R4 comes with moonshell built into the software though.
Yes, but not everyone uses it. (I deleted mine for more space.) If I'm not mistaken, there are a few other apps that can play videos as well.

I don't believe that moonlight invented dpg. It's mpeg-1 video spliced with WAV GSM 6.01 with a custom header.
It's not GSM anymore. It now uses MPEG-1 Layer 2 audio.
Edit: And the newest version can use Ogg Vorbis too.
Heh, guess I'm behind. Then again, I never enjoyed watching movies on my DS anyway...

and yes the maker of Moonshell, the .DPG media player, did make .DPG.
The person made .DPG so that it would work on moonshell.
Moonlight is the creator of moonshell.
And he/she definitely did not create mpeg-1 video, mpeg layer 2 audio, or Ogg vorbis.

*sigh* I give up. Someone else explain that .DPG isn't a magic new video format that only the DS will play

Yes there is. DSMplay, which is by moonlight, the creater of moonshell, can play supposed psp quality videos. But the videos take up about 3x more space than a dpg.
