Hacking Quick question about 3DS on 2.2 or 3.0 firmware

So just a quick confirmation:

• 4.1-4.4 upgrade to 4.5 can be done either through rom + gateway firmware 1.0 or through retail game
• 1.0-3.X upgrade to 4.5 has to be done through retail game because it cannot launch gateway.

Is that correct?
