Hacking Quick dumb questions about Wiikey firmware/region

I have a Japanese Wii (it was already 3.1J and 1.9g when I purchased it).

1) Are Wiikey firmware updates region specific? (Like, I need to get a 1.9g japanese update specifically)

2) Do I need to use a 1.3 Wiikey Japanese config disc? (is there a difference?)
