ROM Hack Questions on ExHeader and Signed CIAs

1: Is the ExHeader the same on all ROMs of the same game and same region. E.g. If I have a dump of my own Pokemon X and my friend dumps his, will the ExHeaders be the same?

2: Is it possible to modify a signed CIA and still have it be a signed CIA? (playable without patches)
