ROM Hack Questions about rsfgen.py

I want to know what's rsfgen.py ?
It's used for make a perfect rsf file ?
How to use it and where find it ?

It's a program that uses a .3ds rom and decrypted exheader to figure out some things about the ROM in question to generate a reasonably valid .rsf file. You need a correct template .rsf for it.
