If Rockstar really was banned his Group would read "Banned!".
But in case you didn't notice, the part at which it says that is where the custom member title goes in his case. Everyone with over 500 posts can do that.

On the member portals, you can't spoof that area, so if it says banned there then it means banned.

EDIT: To clarify, by "that area" I'm referring to that spot just below the username and above the medals.

On a sidebar:

Where in this case it says "Unbannable", a user is only really banned if it says "Banned!" there. Anywhere else and it's a spoof.

Didn't know s/he got banned though. Can't say it surprises me a great deal.
