The flashcart is actually used in junction with with a magnet to trigger the bootrom exploit "NTRBoot," which will allow you to install B9S and a CFW. The flashcart itself does not install homebrew launcher, it just allows you to install a CFW, to you can install the homebrew launcher with that

The ntrboot method requires modifying a flashcart, which might make it unusable as a normal flashcart after flashing ntrboot to the flashcart. Also requires a magnet to trigger sleep mode.

Look, what's below in 3-inch headlines is the only way to get it for free right now. I already told you this in the other thread that was closed. It. Has. Nothing. To. Do. With. Cfw. If. You. Leave. Out. The. DSiWare. Part.

Same thing, seedminer. Boot9strap allows you to run hb launcher.

cfw doesn't have to mean piracy and it's no more dangerous than userland if you stick to running .3dsx executables.

If you still insist on userland (not recommended due to it being easy to patch and reduced services) again, use seedminer but without the dsiware part.

Buy a Datel Powersaves $16.
Total $36.

there is no free method. The cheapest option is to use the seedminer method, with a $2 eshop game. It gets you freeshop, fbi, and homebrew.
