So basically, this is my question:

PSTV using ARK/Arenaline to play Converted ISO to Eboot.pbp from Playstation 1 via ePSP CFW?

Is that possible? instead of using Retroarch.

Adrenaline can't play PS1 games yet.

ARK can, but without sound support.

It's ok, pretty much everything is "playable" but there will be some slowdowns in most 3D games. There are some games that don't run very well at all, too. Gran Turismo 2 is apparently one of them.

    2D games are good though.

Until sound support is working in ARK, I will play PSX on my PSP. They are cheap to buy and super easy to mod. Plus, unlike a Vita, I can use cheaper microSD cards on PSP.

my understanding is that ark doesn't have full control over the ps1 emulator. it's been without sound since its release I believe way back on 3.18.

No, because PS1 sound would require an exploit outside of PSP mode in "PS1 mode". Sound isn't available in ePSP mode because the hardware the PSP used for PS1 sound isn't available in the Vita.

TN-X was able to achieve full sound support because it relied on an exploit in "PS1 mode". We assume Adrenaline will somehow hook into this emulator (or a custom plugin or something along those lines) to get full sound.

ARK hasn't been updated in over a year or 2 now, and IIRC isn't being worked on anymore, so don't expect any update from ARK for sound support.
