Somehow my wireless got switched off on my 3DS but my 3DS's switch is broken so I need a way to turn back on my wireless.
I have a NAND backup but I don't want to use it if there is a way to fix it without flashing it.

Oh. Then... I really don't think anyone's made such a thing, because of the battery trick.
I've seen documented API's for battery and I think wireless too somewhere. It'd be useful to create a homebrew tool in the future in the case that this happens when they can't open up their 3DS.

It was discontinued because it needs kernel access but cfw users can download the cia version here: https://gbatemp.net/threads/release-wifi-toggle.400018/page-2#post-5744058
That's complete bs. The *hax home menu takover grabs that service and it works just fine as a 3dsx. Very useful homebrew for some people. I've attached all versions of the homebrew + source. Don't know why the author deleted it (along with all his other 3ds projects), but anyway, here you go.
