ROM Hack [question] how to make *.cia from decrypted fomfs & exefs content?

Let's say I have decrypted and extracted files from romfs.bin, also I have decrypted files from exefs.bin (code.bin, icon.bin, etc)
How do I build cia with this?

All tutorials that I found covers only how to convert 3ds rom, but not how to build cia from decrypted/extracted FOLDERS with modified data.

I think it keeps it all decrypted.

I said that because a few days ago, I decrypted a rom, exactred romfs and made changes, then repack and rebuild as .3ds.
Tryed the new .3ds in citra, it says "Rom encrypted"
I'ts my fault?

The rom shouldn't be re-encrypted after it's been built unless you have some sort of encryption keys, which you probably won't have. If in doubt, just decrypt the rom in rxtools, and it should be fine.

Yes, that's the problem, i didn't have my 3ds right now
