Say, if a user creates a first Wii U account (no NNID linked), and mods the vWii when using that account, and then creates a second account for gaming purposes, will vWii softmod be removed if the first account is deleted?

Yes, but not any software modifications. Those will stay, they'll just be unlaunchable (due to channels being deleted)
