Hacking Question about save region changing for Fire Emblem: Awakening

So I have a legit copy of US FEA and JP eshop FEA
I wanted to use the save data transfer tool from nintendo to transfer the save
I have a sky 3ds so I thought I could follow this tutorial to change save regions and transfer my save by using my 4.5 cfw o3ds

However the result is that everytime when i boot up the JP FEA and tries to load up the game it gives me an error and boots me back to the main menu

So I just want to ask, how can I properly change save regions for FEA?
