If he want to format emunand, he must have emunand inserted because emunand is on the SD Card iteself.

Formatting emunand instead of sysnand will unlink the nands just fine.

Be sure to back up the folders within :/SDCARD/Nintendo 3ds/ and to restore them afterwards. After you've formatted and restored it, the folder you should have 3 subfolders (the original hexadeximal, the new hexadecimal for the freshly formatted emunand and a Private folder)

But, formatting Sysnand is easy and be sure that whichever nand you format, the friend code of that nand will change.

yes. I unlinked my emunand by formatting emunand instead of sysnand
but make sure to make backup of SD card because everything will be deleted. simply copy all files in SD card using windows explorer and copy it back after formatted

After I did system format in emunand, there are two folders in the SD:/Nintendo 3DS/ now,
but the subfolder in that two folders is the same value, like this,
/Nintendo 3DS/(hex1)/aabbccdd,
/Nintendo 3DS/(hex2)/aabbccdd,

Does It mean unlink nands failed?

I'm not entirely sure. The ones i have in my backup are different to eachother, but that may be due to my system transfer. There's an easy way to check though, do the emunand and sysnand have a different friendcodes? If so, they're unlinked.
